Supported Robert Toombs for Confederate President over Jefferson Davis. The speech by Robert Toombs that Johnson requested was titled "Ordinance for Secession without Further Compromise." Toombs would make this dramatic speech before Congress which would be the rallying call for southern states rights and to persuade his constituants to leave the union.
