He spent twelve years investigating the first systematic and sustained attempts to ascertain the distribution of energy and losses in engines and boilers. In 1862, he became the first chief of the Bureau of Steam Engineering. He invented the Wampanoag class of sloops of war which became the forerunner of today's light cruiser. They were developed to blockade the coast of the Confederate states, and when built, were the fastest in the world, attaining a speed of 17 3/4 knots an hour. His work was the target of much criticism, but his achievements are still being put to use today. The steam engineering building at the Naval Academy is named for him.Harbeck p. 146.
