Michigan State University Advisory Group in Vietnam did contract work for CIA, or was CIA. Here, Michigan State economics professor Lindholm encourages South Vietnamese institutions to adopt western-style sleight of hand : instead of keeping financial / institutional figures as proprietary secrets, for example, to publish these on a regular basis. In the chapter, "Monetary Institutions," Lindholm rhetorizes "Let us first consider what could be learned by the accounts of the [VN] Treasury if they were available on a relatively current basis and presented in a meaningful fashion." He's not joking. He spent two years in Viet Nam (1955-57) "to review the economic situation of the country and to teach a number of courses.." Publisher's preface : We have published this book in English and Vietnamese so that the Vietnamese reader can refer back to the original English whenever the translation cannot fully render the ideas of the author.. it is our hope that this book will contribute its small share in the building of a richer Vietnamese vocabulary in the field of economics and finances.." Browned of course but not overly fragile, mildest edgewear. Not much content, despite a plethora of articles, on (it would seem) a catch-all basis for inclusion. It was probably just big bilingual French / VN money realigning itself with the English-speaking influx, possibly on the advice of the newcomers, making English felt as a presence in Saigon, not incidentally making English-speakers feel at home. Calls itself a "weekly" but appears 6 days out of 7. /// "Published six days a week.. undether [sic] the authorization number 272/ND/BTT;" editor Nguyen Lau. Entirely in English. This day's editorial opines (subhead "LIGHTS OUT") that evening traffic as it is, bicycles in Saigon should have lights (by law, this regretfully flouted) and bike-riders should not wear dark clothing; opines also ("MISUNDERSTANDING CLEARED") that president Ngo dinh Diem's four consecutive visits to India has been misunderstood, editor clears it up at length, but less clearly than the bicycle issue

One of the great crank novels: Lucifer foments race wars to subjugate we earthlings, with the protagonists debating "the advisability of the Negro race raising itself in the world through spite of its white brethren, as well as a general unabiding of law that thrusts so many Negroes into Lucifer's clutches" (dj), concluding that "The Negro has a mark that is not wholly accepted by other races of the world ... But there is one thing he can do, and that is he can prove he can be far superior than the white man in honesty and uprightness ..." to which the principal black character replies, "[O]ur thinking has been wrong. Let the Negro prove he is not inferior to any human being by his sincerity, truthfulness and straightforwardness." (pp. 203-4). Dj not present with this copy

Edges slightly foxed, otherwise little sign of handling or age. Project Camelot in germ? in drag? not on the surface, but Hendry didn't have much money to work with. He characterizes this (p.14) as "a pilot study." Small results as expected, but it was a toe in the door and an opportunity to try out US questionnaire methodology on workers used to being evasive in French. Hendry finds out that most Vietnamese laborers think that "work is work," get little job satisfaction, won't advance specific complaints except to want better pay
