London: printed for J. Baker, 1713. 23 pp. 8vo, full polished calf, gilt, spine and inner dentelles gilt, contrasting red and black morocco labels, by Riviere & Son. First published edition; also printed as a 4-page folio docketed petition. In 1713 the Tory ministry made a treaty of commerce with France which was, according to McCulloch, both "liberal" and "judicious," and would have resulted in greatly increased trade and prosperity. Because of a reactionary panic among the merchants, however, the Bill was thrown out in the House of Commons by a majority of 194 to 185. This tract strongly opposes the proposed treaty, which makes the persistent attribution to Defoe (i.e. in Kress, etc.) extremely unlikely. Included are remarks on the wine trade, the tobacco trade with Virginia, the sugar trade with the West Indies, and the Newfoundland fisheries; there is also a statistical table which relates in part to the whaling industry.
