Washington GPO 1884, First Edition Removed Very Good printed on single sheet, measuring 5 x 7 1/2 inches, removed from bound volume. Text is clean, very good. This general order carries president Arthur's proclamation barring entry into Indian Territory/Oklahoma: "Whereas it is alleged that certain persons have within the territory and jurisdiction of the United States begun and set on foot preparations for an organized and forcible possession of and settlement upon the lands of what is known as the Oklahoma lands in the Indian Territory, which Territory is designated, recognized, and described by the treaties and laws of the United States and by the Executive authorities as Indian country, and as such is subject to occupation by Indian tribes only..." President Arthur in his Annual Message to Congress, December 1, 1884 reported: "In defiance of the President's proclamation of July 1, 1884, certain intruders sought to make settlements in the Indian Territory. They were promptly removed by a detachment of troops."
